Implementation of the President’s Address: New Priorities for Industry, Geology and Construction

At a Government meeting, Minister of Industry and Construction Yersayin Nagaspayev reported on the implementation of the President’s Address “Kazakhstan in the Era of Artificial Intelligence: Current Challenges and Their Solutions through Digital Transformation”.

According to the Minister, every tenge of budget investments today attracts about 8 tenge of private investments and returns 1.4 tenge in taxes to the budget.

Industry and SEZs

To improve the efficiency of special economic zones, their performance will be analyzed, project selection criteria will be updated, and investor obligations will be more closely monitored. Private and foreign companies may also be involved in SEZ management.

The most promising areas of development include:

·battery materials,

·heat-resistant alloys,

·semiconductor materials,

·permanent magnets.

Geology and Digitalization

Government funds have been allocated for 20 design and estimate projects for geological surveys, which will begin next year. More than 60% of geological data has already been digitized, with full digitalization expected by the end of 2026, supported by artificial intelligence technologies.

In addition, an international accredited laboratory will be built in Astana in partnership with RCI Inspection and Paragon.

Utilities and Construction

In the utilities sector, water supply and sanitation facilities will be transferred to experienced companies for trust management. An example is the agreement with the French company Suez for the modernization of the Karaganda water utility.

In construction, work continues on a unified digital portal covering all stages of the industry. This initiative is expected to be legislatively secured by the end of the year.

These priorities — digitalization, development of new materials, investment attraction, and advanced technologies — directly reflect the key trends shaping the future of Kazakhstan’s construction sector. They will be at the center of discussion at the international exhibition Eurasian Construction Technology ASTANA, where companies and experts will share solutions and projects defining the market’s future.
