- seismic safety requirements become mandatory — seismic microzonation maps will be used at the design stage, and buildings will receive passports with an assessment of seismic risk;
- a unified digital construction portal will be established, integrated with the urban planning cadastre system;
- the powers of architectural and construction control authorities will be strengthened, including the ability to take prompt measures following unscheduled inspections;
- mandatory certification of experts and a unified digital register of builders will be introduced;
