New Support Measures for the Mining and Metallurgical Complex Discussed in Kazakhstan

New state support measures for the mining and metallurgical industry aimed at stimulating investment and industry development are being considered in Kazakhstan. These initiatives were discussed at a meeting of the Committee on Geology, Mining, Coal, and Metallurgy of the Presidium of the National Chamber of Entrepreneurs of Kazakhstan.

One of the key proposals is a tenfold reduction in the mineral extraction tax (MET) for companies engaged in extracting metals from technogenic mineral formations. Additionally, projects for processing mineral raw materials may be granted the same tax benefits as priority investment projects under the Kazakhstan Entrepreneurial Code.

Another initiative under discussion is the full deduction of geological exploration costs, as well as a five-year exemption from MET for subsoil users developing low-profit and capital-intensive deposits with an internal rate of return not exceeding 15%. Similar support mechanisms are already in place in the oil and gas industry.

An important issue is the upcoming increase in tariffs for rail freight exports. In 2025, JSC "NC "KTZ" plans to raise tariff limits, which could negatively impact the export of coal, iron ore, and non-ferrous metals. In 2024, there was already a decline in transportation volumes: coal transportation fell by 7%, iron ore by 10%, and non-ferrous metals by 5%.

To prevent the loss of export markets, stakeholders are discussing the development of a special tariff-setting methodology that will consider the financial situation of producers. These measures aim to support the mining and metallurgical complex and ensure its stable development in a changing economic environment.
